La costruzione di un’Agenda strategica: essere pronti, giocando di anticipo

Abstract

Come per molte altre amministrazioni di piccoli comuni italiani, anche ad Aquileia pianificare e attuare progetti di rigenerazione urbana – già in condizioni “normali” – significava confrontarsi con gli andamenti problematici e incerti delle entrate a bilancio e con uno staff tecnico limitato per numero e competenze. La pandemia ha reso tali difficoltà più evidenti, chiedendo all’azione pubblica un radicale cambio di passo, un deciso ri-orientamento di strumenti, procedure e modi di fare “ordinari” verso temi ormai imprescindibili, come quelli della salute e della sicurezza. Temi che possono essere affrontati solo preparando i territori (e chi li abita) all’insorgere di potenziali criticità, lavorando contemporaneamente, e in maniera anticipata, su una pluralità di fronti: sulla tenuta e adattabilità di attrezzature e servizi; sul riconoscimento delle opportunità derivanti dalla combinazione delle risorse territoriali, economiche e sociali disponibili; sulla messa in rete delle capacità di governo e dei mezzi finanziari a cui le istituzioni pubbliche possono, o potranno in futuro, attingere. La sfida è grande; sollecita ad assumere il progetto come «un’arte del tempo» e come un dispositivo che lo «mette in forma», non però in maniera autonoma, assoluta e stabile, bensì cercando di interferire con «molte temporalità diverse» – naturali, psicologiche, sociali, culturali, ecc. Temporalità che sono segnate da metamorfosi incessanti e continue, le cui differenti logiche e interazioni sono state messe a nudo dalla pandemia (Formaggio, 1990, pp. 35-36).
