The urban system has gone through during the years by profound changes in its social, economic, cultural and environmental structure with the objective to satisfy the needs of the elements that coexist in it. However, the urban system is also a system that materializes and reproduces effects beyond its frontiers, becoming a depositary place of huge vulnerabilities. The urban system is the product of a dynamic process of relationships between the individual and the environment that surrounds it. The high population concentration and construction density have made the urban system particularly exposed to risks and to vulnerabilities to disasters. The disasters affect simultaneous intra-structures and individuals, creating disruptive processes in the systems that contribute to the functionality of the urban environment. The commercial activity it is one of the systems that ensures the functionality of the urban environment that usually suffers consequences difficult to surpass. The present report has the objective to present different dimensions that contribute to the increasing vulnerability both of the urban environment and of the commercial environment. And to apply an analysis method to the vulnerability of the commercial environment in a situation of a pre-disaster. For this effect, the parish of Cacilhas of Almada city was chosen.

O sistema urbano tem atravessado ao longo dos anos por profundas alterações na sua estrutura social, económica, cultural e ambiental com o objectivo de satisfazer as necessidades dos elementos que nele coabitam. Todavia, o sistema urbano é também um espaço que materializa e reproduz efeitos para além das suas fronteiras, constituindo-se desta forma um local depositário de enormes vulnerabilidades. O espaço urbano é o produto de um processo dinâmico de relações entre o indivíduo e o ambiente que o rodeia. A elevada concentração populacional e a densidade de construção tornaram-no particularmente exposto a riscos e a vulnerabilidades a desastres. Os desastres afectam simultaneamente infra estruturas e indivíduos, criando processos disruptivos nos sistemas que contribuem para funcionalidade do meio urbano. A actividade comercial é um dos muitos sistemas que assegura a funcionalidade do meio urbano sofre consequências usualmente difíceis de contornar. O presente relatório tem como objectivo apresentar as várias dimensões que contribuem para o aumento da vulnerabilidade tanto meio urbano como no tecido comercial.
