Conflitos e complementaridades entre Estado e Terceiro Setor

Abstract

O estudo da responsabilidade social do Terceiro Setor e do Estado nas suas diversas vertentes é essencial atualmente, tendo no entanto sido escassa a produção escrita nesse âmbito. O objetivo do presente trabalho é procurar encontrar alguns dos pontos de conflito e de complementaridade entre a ação social do Terceiro Setor e do Estado. Estado Social, Neoliberalismo, Terceira Via e Economia Solidária são as quatro vertentes abordadas teoricamente, como sendo as principais abordagens que servem de base a inúmeras políticas estatais. Com base nesta exploração teórica, é analisada de forma preliminar a situação atual portuguesa ao nível dos conflitos e complementaridades entre o Estado e o Terceiro Setor, tendo como referência um documento lançado em agosto de 2011 pelo atual Governo português, o Programa de Emergência Social. Os resultados desta análise mostram algumas deficiências na atuação atual do Estado português em áreas mais carentes como o emprego, a exclusão social, a saúde e a educação, que são, por vezes, diretamente canalizadas como responsabilidades do Terceiro Setor. É urgente, neste sentido, construir um futuro no qual as entidades do Terceiro Setor não contribuam para a retração do Estado na sua ação social, mas sim uma forma de complementar as responsabilidades sociais entre ambos.

The study of the social responsibility of the third setor and state in many ways is essential nowadays; however, there are a few articles that examine in this way. The present study aims to investigate some clash and complementarities points between third setor and state in their social action in our society. Welfare State, Neoliberalism, Third Way and Solidarity Economy are analysed as being the main theorical approaches that made the majority of social policies in several countries. Based on that theorical investigation, is preliminarily analysed the current Portuguese situation related to the clashes and complementarities between third setor and state. Taking this in consideration, a document launch by the current Portuguese government in August 2011 is analysed also – The Emergency Social Program. The results of this analysis show some gaps in the action of the Portuguese state in more deprived areas as employment, social exclusion, health and education that have become, on certain issues, a third setor responsibility. Thus, is urgent to build a future in which third setor wouldn’t contribute to an irresponsible state but in which both share with justice the social responsibility in a country.
