Abstract

Este Projeto Empresa visa analisar a maturidade da gestão de uma empresa do setor de Projetos Técnicos de Engenharia (PTE), a fim de propor a implementação do modelo de Gestão de Projeto. Para o efeito empreende-se uma revisão do estado da arte da gestão de projetos, sobre a sua adequação ao contexto de multiprojetos, caraterística dos PTE, bem como as metodologias e técnicas proporcionadas pelo padrão Project Management Institute (PMI), apresentadas no seu PMBoK® guide de 2008. Identifica-se depois, no âmbito da caraterização do setor de atividade dos PTE, os problemas endógenos das empresas, das suas especificidades e do contexto de negócio. Da possibilidade das soluções proporcionadas pela Gestão de Projeto admitirem dar resposta aos problemas das empresas que desenvolvem PTE, estabelecem-se hipóteses e metodologias de investigação para nortear o trabalho de campo na empresa. A informação recolhida na empresa analisada à luz do conceito de Gestão de Projeto, permite fixar para os grupos e componentes da gestão dos seus projetos, um conjunto de processos e técnicas que, desde que devidamente ajustadas às caraterísticas dos PTE, permitem resolver significativamente os seus problemas de gestão, nomeadamente os relacionados com a definição do âmbito, o cumprimento dos prazos, a estimação dos custos e a garantia de qualidade. Deste estudo é proposto um projeto de implementação do modelo de Gestão de Projeto na empresa, como elemento dinamizador de um processo de mudança e de evidente melhoria na respetiva gestão.

This Enterprise Project analyzes the degree of maturity of a company of the Technical Projects Engineering (TPE) sector in order to recommend the implementation of the Project Management model. To this purpose the state of the art of project management is reviewed, particularly in what concerns this model suitably to the multiproject context, PTE hallmark, as well as its methodologies and techniques available by the Project Management Institute (PMI) Standard in its 2008 PMBoK® guide. After this, it is identified, under the characterization of the activity of the PTE sector, the endogenous problems of companies, of its specificities and of its business context. In order to evaluate the viability of the solutions offered by the Project Management to the problems of firms that developing TPE, assumptions and research methodologies are established as orientations to the field work in the company. The collected information in the company, examined in the light of the concept of Project Management, allows to establish for the groups and components of the management of their self projects, a set of processes and techniques that, if properly adjusted to the characteristics of PTE, enable to solve substantially their management problems, namely those related to the setting of the scope, timelines, cost estimate and quality assurance. From this research, the implementation of a Project Management model for the company is proposed as a foster element of a process of change and improvement in its management.
