Diretores e lideranças: perfis em contexto escolar

Abstract

In Portugal, school administration and management has been, since the revolution from 25th April of 1974, featured by a collegial model. With the publish of the law n. 75/2008, from 22nd April, it was established a new legal regime of autonomy, administration and management of the schools, breaking the tradition and establishing a more personal type of management, based on the figure of the school principal. These new intervenient aims to contribute and reinforce the process of school autonomy. To enable and accomplish this task several rights and duties were given them, being obliged to accountability, which places them on the centre of the existing problematic at the level of school management and leadership. One of the main goals of this thesis, according with the contended empirical conditions, is to analyse the social demographic, educational and professional features from these actors, seeking to assess whether the characteristics of the new leaders can be distinguished from the remaining class of professors in Portugal and to verify if it is possible to establish analytically relevant differences inside this segment based on these same differences. After this investigation, it is possible to infer that the principals of the portuguese public schools are in a fairly homogeneous group, differing mainly by the characteristics related to the school which they lead (typology and dimension) than by the intrinsic features of themselves. Nevertheless, analysing the information gathered is still perceptible that these features clearly allow differentiating them from all the remaining class of professors.

Em Portugal a administração e gestão das escolas tem sido, desde a revolução de 25 de abril de 1974, caraterizada por um modelo colegial. A publicação do decreto-lei n.º 75/2008, de 22 de abril que estabelece um novo regime jurídico de autonomia, administração e gestão das escolas rompe com esta tradição e institui um modelo unipessoal de gestão escolar, assente na figura do diretor de escola. Estes novos protagonistas visam contribuir e reforçar o processo de autonomia das escolas. Para tal élhes conferido uma série de direitos e deveres, estando agora obrigados à prestação de contas, que os coloca no centro da problemática da gestão e liderança escolares. Um dos objetivos centrais deste trabalho é, de acordo com as condições empíricas de que se dispõe, conhecer e analisar as caraterísticas sociodemográficas, socioeducacionais e socioprofissionais destes protagonistas, procurando aferir se estas caraterísticas os distinguem da restante classe docente em Portugal e se é possível, com base nas mesmas, estabelecer diferenças analiticamente relevantes no interior deste segmento. Finda a investigação, é possível aferir que os diretores das escolas públicas portuguesas constituem-se num grupo bastante homogéneo, diferenciando-se mais pelas caraterísticas das escolas que lideram (tipologia e dimensão) do que propriamente pelas caraterísticas que lhe são intrínsecas. No entanto, através da análise da informação recolhida é ainda percetível que as caraterísticas estudadas os permitem diferenciar de forma evidente do conjunto dos restantes professores.
