Abstract

In the 1980’s, Europe witnessed the birth of a new type of extreme right-wing political parties within the European political spectrum. Whilst the political elites defended the strengthening of unity and democracy, the reappearance of old extreme right-wing ghosts was observed. However, these “new” parties refute the legacy of fascisms and adopt a new democratic stance with a new political agenda, widely inclusive in electoral terms, without nevertheless ceasing to declare themselves as true right-wing parties. In the 1990’s these even reached power in some of the most important European countries, trough governmental coalitions and, in others, they threatened the positions of power which they did not attain due to massive movements of electorate from the diverse political blocs, still frightened by former fears. In Portugal, a different situation was witnessed. In the 1980’s, the consolidation of too young a democracy was verified. The historical circumstances did not allow for the necessary space for the creation of a clearly assumed extreme right-wing party, in a way heir to the previous regime. Nevertheless, in the 1990’s, CDS-PP, an erratic and in some way undefined party in its structure, reappears moving towards a new direction. Moreover, it is under leadership of Paulo Portas that its electoral strategy will effectively move towards the new extreme right-wing parties of post-industrial Europe, to the point of, for the first time in many years, forming government, even though as a coalition. The leader’s electoral programmes between 1999 and 2005 are good representations of the electoral strategy adopted by the party, its new political language and, in depth, the movement towards congenerous European parties.

Na década de 80 do séc. XX, a Europa assiste ao nascimento de um novo tipo de partidos políticos da ala mais à direita do espectro político europeu. Enquanto as elites políticas defendem o reforço da unidade e da democracia, assiste-se ao ressurgimento de velhos fantasmas da extrema-direita. Contudo, estes “novos” partidos, renegam o legado dos fascismos e adoptam uma nova postura democrática, com uma nova agenda política, amplamente abrangentes em termos eleitorais, sem no entanto deixarem de se definir como verdadeiros partidos de direita. Nos anos 90 chegam mesmo ao poder em alguns dos mais importantes países europeus através de coligações governativas e noutros ensombram as cadeiras do poder às quais só não chegam graças a grandes mobilizações do eleitorado dos vários quadrantes políticos alarmado por velhos medos. Em Portugal assiste-se a uma situação diferente. Nos anos 80 vive-se a consolidação de uma democracia demasiado jovem. As circunstâncias históricas não deram espaço à criação de um partido declaradamente de extrema-direita, de alguma forma herdeiro do regime deposto. Porém, nos anos noventa, o CDS-PP, um partido errático e até certo ponto indefinido no seu desígnio, ressurge de um quase desaparecimento para um novo rumo. E é sob a direcção do líder Paulo Portas que a sua estratégia eleitoral se vai aproximar eficazmente aos novos partidos da extrema-direita pós-industrial europeia ao ponto de, pela primeira vez em muitos anos, formar governo, ainda que em coligação. Os seus programas eleitorais entre os anos de 1999 e 2005 demonstram bem a estratégia eleitoral que o partido segue, a sua nova linguagem política e, em última análise, a aproximação aos partidos congéneres europeus.
