Abstract

The measurement of inequalities in living and health conditions is the first step to identifying iniquities in health. Measuring and monitorizing inequalities is fundamental to decision making, as equity in health is vital for a sustainable economic growth and development. This work aims to provide an index, capable of translating the health status of the population. To that end, based on the representativeness and completeness of the INS, we describe a method for estimation of the EQ-5D from the responses acquired through the INS in 2005/2006. On the obtained results were calculated indicators of inequality, poverty and wealth, properly adapted for the variable in question. Therefore, we aim to provide a method of analysis, compliance with the existence and evolution of iniquity, that helps supporting the decision making. It is intended to validate the methodology as a mean of evaluating the effectiveness of redistributive policies and growth, aimed at increasing equity and reducing inequalities in health.

A medição das desigualdades nas condições de vida e de saúde é o primeiro passo para identificar iniquidades em saúde. A sua medição e monitorização é fundamental para a tomada de decisões, pois a equidade em saúde é também vital para o desenvolvimento económico. O presente trabalho tem como objectivo a criação de um índice, capaz de traduzir o estado de saúde da população. Para tal, e tendo como base a representatividade e abrangência do INS, é descrito um método de estimação das respostas do EQ-5D através do INS 2005/2006. Sobre os índices obtidos são calculados indicadores de desigualdade, pobreza e riqueza, adaptados à variável em estudo. Desta forma, pretende-se fornecer um método de análise, pela observância da existência e evolução de iniquidades, capaz de auxiliar tomadas de decisão a nível de políticas de saúde. Pretende-se a validação da metodologia como auxiliar de avaliação da efectividade de políticas distributivas e de crescimento, que visem o aumento de equidade em saúde.
