Abstract

Através da realização desta tese pretendeu-se analisar as expectativas e os efeitos sociológicos da Formação Profissional, tendo como premissa as referências teóricas e os dados empíricos recolhidos durante o processo de pesquisa, no programa “Novas Oportunidades/RVCC”, com incidência em sujeitos pertencentes à Função Pública em serviço no Estado-Maior General das Forças Armadas. As “Novas Oportunidades” não são em si uma formação; é um programa de reconhecimento de competências, e daí de certificação. O governo espera que esse reconhecimento tenha efeitos positivos na qualificação, motivação dos trabalhadores e que, assim, tenha um efeito positivo sobre as organizações. Por outro lado, e isso é bastante interessante, o reconhecimento cria expectativas da parte dos formandos. Eventualmente, em consequência, um dos efeitos poderia ser a solidificação de uma carreira e impactos positivos na eficiência e produtividade organizacional. Perante as dificuldades económicas do país, muitas alterações têm sido propostas e adoptadas pelo Governo. Desde cortes com o pessoal, a um maior nível de exigência para com os trabalhadores estatais, sendo uma dessas medidas a adopção de um novo método de avaliação, o Sistema Integrado de Gestão e Avaliação do Desempenho na Administração Pública (SIADAP). O SIADAP obedece a diversos critérios: primeiro funciona por pontos; segundo, além de funcionar por quotas, obedece também a um critério que irá influenciar o resultado deste trabalho, as habilitações literárias. Este aspecto poderá ter influência na motivação e na adesão dos trabalhadores ao Programa Novas Oportunidades.

The work developed in this thesis intended to analyze the sociological effects of professional training on the trainees’ expectations using the theoretical references and the empiric data as assumptions. This data was collected by means of an inquiry using Public Service Officers working at the Estado-Maior General das Forças Armadas and registered in the program Novas Oportunidades/RVCC as subjects. The program Novas Oportunidades cannot be understood as a simple training course but as a way to recognize the skills of its participants, and therefore, it implies a certification. The Government expects that this recognition has a positive effect on the organizations, while, on the other hand, it creates expectations on the trainees. Hence, this tradeoff can be used to solidify the trainees’ careers and, at the same time, have positive impacts on the organizational efficiency and productivity. Due to the national economical difficulties, many modifications have been proposed and adopted by the Government, since cuts in staff to a higher level of requirement regarding the Public Function personnel. One of the measures adopted includes an evaluation method, the Management Integrated System and Performance Evaluation of Public Administration (SIADAP). The SIADAP obeys to several criteria, taking into account shares and the qualifications to measure the performance of the employee. This evaluation can have an influence in the motivation and in the adherence to the program Novas Oportunidades
