A aprendizagem organizacional e o desempenho

Abstract

As organizações de saúde, face aos objectivos que possuem no domínio da promoção da saúde, prevenção e de reabilitação da saúde das comunidades, nas diferentes faixas etárias, tornam-se num tipo de organização de extrema importância. A mudança surge quotidianamente nas organizações de saúde, o que faz com que estas tenham de actuar, responder e antecipar as transformações, de modo a obterem melhores resultados, melhorando a qualidade dos serviços que presta. Para poderem corresponder às exigências crescentes é necessário competência e investimento na aprendizagem. As organizações precisam criar condições, sistemas e estruturas para que estas se tornem organizações de aprendizagem, levando à aquisição contínua de conhecimentos e consequentemente ao aumento do desempenho organizacional. Com base numa amostra de 157 colaboradores de uma organização de saúde, mais precisamente um serviço de Pediatria, o presente estudo tem como objectivo principal avaliar a relação existente entre as dimensões de uma organização de aprendizagem, com o desempenho organizacional. Para avaliar esta relação foi utilizado o questionário “The Dimensions of the Learning Organization Questionnaire (DLOQ)” desenvolvido por Marsick e Watkins. Os resultados obtidos através da regressão linear múltipla permitiram verificar que para a organização em estudo, nem todas as dimensões propostas pelo modelo são determinantes para os resultados organizacionais. Das variáveis organizacionais responsáveis pela estrutura e que servem de mediadoras entre as actividades de aprendizagem a nível individual e de grupo, com os resultados organizacionais destaca-se o sistema de captura e a distribuição de aprendizagem. Ao nível das pessoas, capacitar as pessoas para uma visão colectiva, atribuindo responsabilidades, é uma dimensão determinante para os resultados, mesmo que de forma indirecta.

Bearing in mind their goals in the areas of health promotion, prevention and rehabilitation of health in the community, at all age levels, health organizations are a type of organization of the highest importance. In these organizations change occurs on a daily basis, and it forces them to act, respond and anticipate these alterations, so that they can obtain the best results, and also improve the quality of their services. Trained skills and investment in learning are crucial for an efficient response to these demands. The organizations need to be able to create the conditions, systems and structures necessary for them to become learning organizations, contributing for a continuous knowledge acquisition and the resulting increase of the organization’s performance. Based on a sample of 157 workers of a health organization, more specifically from the Paediatrics Service, the current study sets its goals on the evaluation of the relationship between the different dimensions of a learning organization and the performance of the organization itself. The questionnaire “The Dimensions of the Learning Organization Questionnaire (DLOQ)”, from Marsick and Watkins, was the basis for this evaluation. The results achieved through multiple linear regression showed that only some of the proposed dimensions of the model are relevant for the organizational results of the target organization. From these results, there are two aspects, from all the organizational variables in charge of the structure and that also work as an agent between learning activities, individually and in groups, that are certainly the most relevant: the capture system and the distribution of learning. Although indirectly, the staff dimension, i.e. introduce a collective vision, giving certain responsibilities, also plays a very important role.
