Abstract

As recentes vicissitudes financeiras e económicas vivenciadas na Zona Euro exigiram respostas sem precedentes por parte do Banco Central Europeu. Os tradicionais instrumentos de política monetária convencional, como é o caso da taxa de juro, mostraram-se ineficientes para combater os longos períodos de inflação baixa, obrigando o Banco Central a adotar medidas de cariz não convencional. A presente dissertação tem como objetivo retratar o funcionamento e a implementação das medidas de política monetária convencional e não convencional. Para esse propósito abordam-se os mecanismos de transmissão das políticas monetárias convencionais e não convencionais e as medidas adotadas pelo Banco Central Europeu em resposta à recente crise pandémica e ao controlo da escala de inflação em 2022. Numa perspetiva mais crítica, é analisada a atuação do BCE e os resultados dessa atuação. Conclui-se que embora a utilização de políticas monetárias não convencionais e expansionistas esteja associada a alguns riscos, é necessário salvaguardar que se revelaram fundamentais para promover o crescimento do PIB da Zona Euro e para estabilizar o setor financeiro como um todo.

The recent financial and economic upheavals experienced in the Eurozone have required unprecedented responses from the European Central Bank. Traditional conventional monetary policy instruments, such as interest rates, have proved ineffective in combating long periods of low inflation, forcing the Central Bank to adopt unconventional measures. The aim of this dissertation is to describe how conventional and unconventional monetary policy measures work and how they are implemented. To this end, it addresses the transmission mechanisms of conventional and unconventional monetary policies, and the measures adopted by the European Central Bank in response to the recent pandemic crisis and to control the scale of inflation in 2022. From a more critical perspective, the ECB's actions and the results of these actions are analyzed. The conclusion is that although the use of unconventional and expansionary monetary policies is associated with some risks, it is necessary to safeguard that they have proved fundamental in promoting GDP growth in the Eurozone and in stabilizing the financial sector as a whole.
