Abstract

On the banks of the River Zêzere, between Pedrógão Grande and Pedrógão Pequeno, there is a vast reservoir, followed by a simple river course. A landscape imposed by one of the largest public works of the Estado Novo, the Cabril Dam. The construction of this dam irreversibly altered the lives of the inhabitants of this territory, as well as its biodiversity, leaving behind the pre-existing structures that once dotted these banks and which have now become obsolete. Today, “Pedrógãos” is divided by a heavy body of water and by policies that limit inter-municipal cooperation, highlighting the growing inequalities in the interior of Portugal. The rural exodus, the lack of job opportunities and the scarcity of services in essential areas such as education and health make it difficult for people to settle in this territory. The aim of this essay and project is to reflect on the power of reuse as an engine for change. The aim of this essay and project is to reflect on the power of reuse as an engine for change. It proposes to study the opportunities present in what was the dam’s first office building, currently in a state of total abandonment. The analysis of the pre-existence, its history and occupations with the different programs it has hosted will make it possible, through reuse, to develop new strategies for use that enrich the local community and fit in with its culture. It is essential to see existing heritage as an opportunity, rather than a constraint, in order to better respond to the current challenges affecting services and quality of life in these regions of the country.

Nas margens do Rio Zêzere, entre Pedrógão Grande e Pedrógão Pequeno, estende-se uma vasta albufeira, seguida por um singelo curso de rio. Paisagem imposta por uma das maiores obras públicas do Estado Novo, a Barragem do Cabril. A edificação desta barragem alterou de forma irreversível a vida dos habitantes deste território, bem como a sua biodiversidade, deixando para trás as estruturas pré-existentes, que outrora pontuavam estas margens e que, atualmente se tornaram obsoletas. Atualmente, os “Pedrógão(s)” encontram-se divididos por um pesado corpo de água e por políticas que limitam uma cooperação intermunicipal, fazendo salientar as desigualdades crescentes do interior de Portugal. O êxodo rural, a falta de oportunidades de emprego e a escassez de serviços em áreas essenciais, como a educação e a saúde, dificultam a fixação da população neste território. Este ensaio e projeto têm como objetivo refletir sobre o poder do reuso como motor de mudança. Propõe-se estudar as oportunidades presentes no que foi, o primeiro edifício de escritórios da barragem, atualmente em estado de total abandono. A análise da pré-existência, da sua história e ocupações com os diferentes programas que acolheu permitirá, através do reuso, desenvolver novas estratégias de utilização que enriqueçam a comunidade local e se enquadrem na sua cultura. É essencial encarar o património existente como uma oportunidade, em vez de um constrangimento, a fim de melhor responder aos desafios atuais que afetam os serviços e a qualidade de vida nestas regiões do país.
