Abstract

Num contexto de globalização e acelerado desenvolvimento tecnológico, a única certeza das organizações é a incerteza do meio envolvente onde estão inseridas. A sua necessidade de reconhecer, identificar e rapidamente tomar decisões sobre factores de interesse estratégico, são condições primordiais para sustentarem o seu desenvolvimento e a sua continuidade. A definição da estratégia, consubstanciada na visão, na missão e nos objectivos estratégicos, não é por si só um sinónimo de sucesso. É necessário que toda a estrutura operacionalize e execute a estratégia, através de um processo de controlo de gestão adequado à realidade de cada organização (dimensão, negócio, estilo de gestão, cultura organizacional). Para o efeito, o controlo de gestão dispõe de um conjunto de actividades e de instrumentos, designado por sistema de controlo de gestão, através do qual os gestores influenciam os outros membros da organização a aceitarem objectivos e a desenvolverem acções na prossecução dos objectivos estratégicos da organização. Este projecto aborda o sistema de controlo de gestão em contexto real de uma unidade de negócio, constituída por duas pequenas médias empresas, pertencentes a um dos maiores grupos económicos portugueses do sector de transporte rodoviário de mercadorias e logística. O diagnóstico efectuado conclui que a empresa dispõe de um sistema de controlo de gestão maturo, baseado nos seus oito princípios e na utilização dos três instrumentos de gestão para gerir a performance (instrumentos de comportamento, de pilotagem e de comunicação). Ainda assim, existe a necessidade de conceber um painel estruturado de indicadores financeiros e não-financeiros, alinhados com a estratégia, que sejam úteis aos gestores de topo e operacionais. Por outro lado, o desenvolvimento e crescimento sustentado do negócio desta unidade exigem uma evolução e uma nova dinâmica do funcionamento do sistema de controlo de gestão, como um factor diferenciador e agregador de valor.

In a globalization context and rapid technological development, the only certainty organizations have is the uncertainty of their environment, their need to acknowledge, identify and take quick decisions on factor of strategic interests are considered fundamental conditions to supporting development and continuity. The definition of strategy enacting the vision, mission and strategic objectives, is not by itself a synonym of success. It is necessary for the entire structure to operationalize and implement the strategy, through a management control system adjusted to the reality of each organization (dimension, business, management style, corporate culture). For this purpose, management control provides a set of activities and instruments designated as management control system, by which managers influence other members within the organization to accept objectives and develop actions in pursuing its strategic objectives This project covers the management control system in a real-life context of the business unit, composed by two small medium enterprises, belonging to one of the largest Portuguese economic groups from the road transportation of goods and logistics sector. The diagnosis carried out concludes that the company possesses a mature management control system, based on eight principles and uses three management instruments to manage performance ( behavior, steering and communication instruments). However, there is still the need to design a structured scoreboard of financial and non-financial measures, aligned with the strategy, useful to senior managers and operating managers. On the other hand, the development and sustained growth of this business unit require an evolution and a new dynamic functionality of the management control system, as a differentiating factor and added value.
