Gestão estratégica de pessoas na atração e retenção dos TSDT de cardiopneumologia: Estudo de caso num grupo de saúde privado

Abstract

Health systems are complex organizations with regard to their management and the management of professionals. In a world in constant evolution and transformation, it is up to organizations to redefine and readapt themselves to attract and retain specialized and talented professionals. The strategic management of people emerges as a determining factor, a visionary, fair, coherent and determined management with the institution, in order to guarantee the provision of good working conditions, with the possibility of personal, professional, scientific evolution and with a perspective of future. The development of good strategic management practices, leadership, motivation, commitment and embeddedness are some of the key concepts for aligning employees, forming motivated, consistent teams with a genuine interest in the institution. The methodology adopted was of a qualitative and descriptive nature, with the specific objective of analyzing people management practices, diagnosis and commitment, motivational factors and embeddedness of technicians to diagnosis and therapy in cardiopneumology, in a private health group. For this purpose, resort to conducting and analyzing surveys and interviews that assessed the dimensions of leadership, motivation, commitment and embeddedness of the professionals involved. The diagnosis showed us that there is potential for improvement and evolution, and an intervention project was drawn up. For this project, the Appreciative Inquiry approach was used, followed by the identification of global policies and specific policies adapted to the units, and finally, a monitoring and evaluation system was developed - Balanced Scorecard, which represents the interconnection of performance indicators with the strategy defined for the cardiology service under study.

Os sistemas de saúde são organizações complexas no que respeita à sua gestão e à gestão dos profissionais. Num mundo em constante evolução e transformação, cabe às organizações redefinirem-se e readaptarem-se para atraírem e reterem profissionais especializados e com talento. A gestão estratégica de pessoas, surge como um fator determinante, uma gestão visionária, justa, coerente e alinhada com a instituição, de forma a garantir a oferta de boas condições de trabalho, com possibilidade de evolução pessoal, profissional, científica e com perspetiva de futuro. O desenvolvimento de boas práticas de gestão estratégica, liderança, motivação, commitment e embeddedness, são alguns dos conceitos chave para alinhar colaboradores, formar equipas motivadas, consistentes e com genuíno interesse pela instituição. A metodologia adotada foi de carácter qualitativo e descritivo, teve como objetivo específico analisar as práticas de gestão de pessoas, diagnosticar o comprometimento, fatores motivacionais e embeddedness dos técnicos superiores de diagnóstico e terapêutica de cardiopneumologia, de um grupo de saúde privado. Para o efeito recorreu-se à realização e análise de inquéritos e entrevistas que avaliaram as dimensões liderança, motivação, commitment e embeddedness dos profissionais envolvidos. O diagnóstico mostrou-nos que existe potencial de melhoria e evolução, tendo sido elaborado um projeto de intervenção. Para este projeto recorreu-se à abordagem Appreciative Inquiry, seguido de identificação de políticas globais e políticas específicas adaptadas às unidades, e por último, foi elaborado um sistema de monitorização e avaliação - Balanced Scorecard, que representa a interligação dos indicadores de performance com a estratégia definida para o serviço de cardiologia em estudo.
