Abstract

As Micro e Pequenas Empresas (MPE`s) portuguesas, que representam a generalidade do tecido empresarial nacional, apresentam algumas características particulares que poderão comprometer o seu desempenho, competitividade e sustentabilidade. Os recursos financeiros, humanos e tecnológicos são escassos e, existe uma elevada dependência do grau de liderança e empreendedorismo dos seus responsáveis. A falta de conhecimento das melhores práticas de gestão por parte destes, tem colocado em causa a continuidade das mesmas, tornando o tecido empresarial português frágil e vulnerável. Partindo desta problemática, o presente trabalho tem como objectivo propor um modelo de gestão para MPE`s, que possa contribuir para melhoria da gestão destas empresas e, para o sucesso do empreendedorismo em Portugal. O enquadramento estratégico foi desenvolvido com o objectivo de proporcionar um maior conhecimento sobre o universo das MPE`s e do empreendedorismo em Portugal, assim como, da importância da aplicação nestas empresas dos instrumentos de análise estratégica e de monitorização e gestão da performance, que possam ajudar os seus responsáveis a gerir melhor o quotidiano das suas empresas rumo ao futuro. O modelo proposto, assenta nas componentes de análise estratégica, monitorização e gestão da performance e, na criação de um sistema integrado de avaliação de desempenho e de bonificações dos colaboradores, que irá ser a base do alinhamento dos mesmos com os objectivos da empresa, promovendo o foco na criação de valor.

The Micro and Small Businesses (MSB) in Portugal, which represent the majority of national business, have some particular characteristics that may compromise their performance, competitiveness and sustainability. The financial, human and technological resources are scarce and there is a high dependence on the degree of leadership and entrepreneurship of the managers. Their lack of knowledge of best management practices, has arise doubts on the continuity of these practices, making the Portuguese business frail and vulnerable. On this issue, this dissertation aims to propose a management model for the MSB`s that can contribute to improve the management of these companies and to the entrepreneurship success in Portugal. The strategic framework was developed with the aim of providing greater insight into the universe of the MSB, as well as of the entrepreneurship in Portugal, as well as the importance of implementing these companies the tools of strategic analysis and monitoring and performance management, which can help their managers to better govern their business into the future. The proposed model is based on strategic analysis components, performance monitoring and management, and in creating an integrated system of performance appraisal and bonuses for employees, which will be the basis of the their alignment with business goals, focusing on value creation.
