O Consenso de Washington e o Consenso de Pequim são dois modelos de desenvolvimento que tem vindo a marcar o sistema internacional e a economia mundial. Contudo, apesar de existirem diversos estudos sobre ambas doutrinas, a maioria apenas enumera e explora os impactos dos mesmos, especialmente nos países em vias de desenvolvimento, existindo poucos estudos comparativos sobre ambos os cânones e qual a sua relação entre os direitos civis e políticos. Face a este paradigma, nesta investigação irá ser analisada o impacto de ambos os consensos em Angola e a sua relação entre os direitos civis e políticos neste país africano. Neste sentido foram investigados todos os acordos assinados entre o FMI e Angola e entre a China e o Governo angolano no intervalo temporal de 2017 a 2020 e ainda os relatórios da Freedom House, Freedom in the World, e o World Report, da “Humans Rights Watch”. Com estes pontos em conta, a presente investigação procura relacionar algumas medidas de ambos os consensos com graves violações e avanços nos direitos civis e políticos em Angola.

The Washington Consensus and the Beijing Consensus are two development models that have been marking the international system and the world economy. However, although there are several studies on both doctrines, most of them only enumerate and explore their impacts, especially on developing countries, and there are few comparative studies on both canons and their relationship with civil and political rights. Given this paradigm, this research will analyze the impact of both consensus in Angola and their relationship between civil and political rights in this African country. In this sense, all the agreements signed between the IMF and Angola and between China and the Angolan government in the time interval from 2017 to 2020 were investigated, as well as the Freedom House reports, Freedom in the World, and the World Report, by Humans Rights Watch. With these points in mind, this research seeks to relate some measures of both consensus to serious violations and advances in civil and political rights in Angola.
