Política de transição energética: Caso Marrocos

Abstract

Marrocos é o único país do Norte de África sem recursos energéticos convencionais próprios, sendo o maior importador de energia da região. O país busca satisfazer a crescente procura local, mantendo a sua fatura de importação sob controle. Nesse contexto, Marrocos está buscando uma transição energética ambiciosa e econômica, com o objetivo de dotar o país de um setor energético seguro, competitivo e sustentável. Torna-se importante analisar a transição energética do Marrocos em razão da sua ambição na construção dessa política, que pretende explorar sua elevada capacidade de recursos eólicos e solares, tornando-o o primeiro país africano com o objetivo de atingir mais de 50% geração de eletricidade a partir de RE num continente onde o acesso a qualquer energia é um grande problema (Choukri, 2017), além do seu potencial papel como exportador de eletricidade verde para a Europa em virtude da sua posição geográfica única, o que faz do país um ator importante na área das políticas ambientais e de energia, com relevância não só para o mercado nacional como para o internacional(Vidican, 2013, pág.10).

Morocco is the only North African country without its own conventional energy resources and is the region's largest energy importer. The country seeks to meet growing local demand while keeping its import bill under control. In this context, Morocco is pursuing an ambitious and cost-effective energy transition, with the aim of providing the country with a secure, competitive and sustainable energy sector. It becomes important to analyze Morocco's energy transition because of its ambition in building this policy, which aims to exploit its high capacity of wind and solar resources, This will make Morocco the first African country to aim to reach more than 50% electricity generation from RE in a continent where access to any energy is a big issue (Choukri, 2017), in addition to its potential role as an exporter of green electricity to Europe by virtue of its unique geographical position, which makes the country an important player in the area of environmental and energy policies, with relevance not only to the domestic but also to the international market (Vidican, 2013, p. 10).
