Abstract

Este estudo analisa a implementação do Acolhimento Familiar na SCML, desde os meados dos anos 80 do século XX até à atualidade, identificando os fatores que explicam a sua trajetória neste organismo, bem como os constrangimentos encontrados. Para a prossecução deste estudo, foi utilizada uma estratégia metodológica de tipo intensivo com características qualitativas. Concluiu-se que, o facto de o Acolhimento Familiar não se ter sustentado num modelo técnico e estruturado, conduziu não só a um distanciamento dos objetivos subjacentes ao mesmo, como gerou uma conotação negativa à volta desta política pública. Este fator terá sido preponderante para que a SCML determinasse a extinção deste serviço, em meados dos anos 90 do século XX, e realocasse os recursos para o acolhimento residencial, embora este fosse mais dispendioso. O enquadramento jurídico, que durante muitos anos permaneceu desfavorável à captação de famílias de acolhimento e ao efetivo exercício das mesmas, e a insuficiente cultura de Acolhimento Familiar, parece ser uma consequência da configuração da política pública nos seus anos primordiais. Atualmente, a combinação de um conjunto de fatores, designadamente as evidências científicas; a pressão ao nível internacional; a sensibilização da Mesa de Administração da SCML; o grupo de pressão técnico e institucional da SCML; e a alteração ao quadro jurídico, refletiram-se na crescente importância do Acolhimento Familiar, no quadro das políticas públicas e na agenda da nova direção da SCML, e consequente na alocação de recursos e estratégias para que a política fosse efetivamente implementada.

This study analyses the Foster Care implementation in SCML, from mid-1980s to the presente day, identifying the factors that explain its trajectory in this organism, as well as the constraints found. For the pursuit of this study, an intensive methodological strategy with qualitative characteristics was used. It was concluded that the fact that the Foster Care was not supported by a technical and structured model, led not only to a departure from the objectives underlying it, but also generated a negative connotation around this public policy. This factor would have been preponderant for the SCML to determine the extinction of this service, in the mid-90s of the 20th century, and to reallocate the resources for residential care, although it was more expensive. The legal framework, which for many years remained unfavorable to attracting foster families and the insufficient culture of Foster Care, seems to be a consequence of the configuration of public policy in its early years. Currently, the combination of a set of factors namely scientific evidence; pressure at the international level; raising awareness of the SCML board of directors; the SCML technical and institutional pressure group; and the change to the legal framework, reflected in the growing importance of the Foster Care, in the framework of public policies and in the agenda of the new SCML management, and consequently in the allocation of resources and strategies for the policy to be effectively implemented.
