Abstract

Os benefícios do gerenciamento de riscos são fatores positivos para a gestão das organizações decorrentes da implementação do modelo, os quais são apontados pela literatura. A utilização do modelo no setor público é fomentada pelos órgãos de controle como um mecanismo de aprimoramento da gestão pública. No entanto, algumas pesquisas demonstram que um dos principais obstáculos apontados pelos gestores para a adoção do ERM é a falta de clareza em relação aos benefícios a serem obtidos. Nesse contexto, esta pesquisa buscou identificar os benefícios para o aprimoramento da gestão pública, percebidos pelos gestores das organizações públicas, decorrentes da implementação do gerenciamento de riscos. Os resultados demonstram que os gestores perceberam, em média, 86% dos 22 benefícios listados, o que revela que a implemenatção do ERM tem auxiliado no aprimoramento da gestão pública. Adicionalmente, os dados demonstram que há uma relação positiva entre a maturidade em ERM e a quantidade de benefícios percebidos pelos gestores, mas que mesmo em níveis mais baixos de maturidade, o percentual de benefícios obtidos é significativo. De maneira contrária, observou-se uma relação negativa entre a maturidade em ERM e a perceção de dificuldades na implementação e manutenção do modelo. Por último, ao incluir o sistema de gestão na análise, notou-se que as organizações que possuem um nível de maturidade em ERM mais elevado, tendem a perceber mais benefícios a nível de gestão estratégica quando comparado com aqueles relacionados com a gestão operacional, ao contrário do que se observa nas organizações com níveis menos maduros em ERM.

The benefits of risk management are positive factors for the management of organizations resulting from the implementation of the model, which are highlighted in the literature. The use of the model in the public sector is encouraged by the control bodies as a mechanism for improving public management. However, some research shows that one of the main obstacles pointed out by managers for the adoption of ERM is the lack of clarity regarding the benefits to be obtained. In this context, this research sought to identify the benefits for improving public management perceived by the managers of public organizations resulting from the implementation of risk management. The results demonstrate that managers perceived, on average, 86% of the 22 benefits listed, which reveals that the implementation of ERM has helped to improve public management. Additionally, the data demonstrate that there is a positive relationship between ERM maturity and the amount of benefits perceived by managers, but that even at lower levels of maturity, the percentage of benefits obtained is significant. On the contrary, a negative relationship was observed between ERM maturity and the perception of difficulties in the implementation and maintenance of the model. Finally, when including the management system in the analysis, it was noted that organizations that have a higher level of maturity in ERM, tend to perceive more benefits in terms of strategic management when compared to those related to operational management, while contrary to what is observed in organizations with less mature levels in ERM.
