A literacia financeira no sistema educativo português

Abstract

Hoje em dia, a iliteracia financeira exprime um quadro significativo onde se questiona o papel do Sistema Financeiro Português. Alguns organismos públicos e privados têm demonstrado preocupação face a esta problemática e, por isso, nos últimos anos, temos assistido a algumas iniciativas na área da Educação, na legislação portuguesa e projetos de sensibilização, com vista a educar a população nesta área. Contudo, estas não se têm mostrado suficientes para dar resposta às dúvidas de todos os cidadãos, tal como apresenta o Relatório do Inquérito à Literacia Financeira da População Portuguesa de 2015, onde 51,10% da população portuguesa continua a tomar decisões com base em opiniões de amigos e familiares. A presente dissertação aborda a temática da Literacia Financeira e pretende compreender como está organizada a sua aprendizagem no sistema educativo em Portugal e quais as suas práticas nas nossas escolas. Posteriormente, perceber se essas práticas se encontram ou não adequadas para aferir aprendizagens significativas nos estudantes em geral. Para esta investigação adotei uma metodologia de análise documental e uma análise baseada em entrevistas que serão examinadas através do método de análise de conteúdo de Laurence Bardin. A análise recai sobre duas realidades sendo elas escolas de ensino público e escolas do ensino privado. Pretende-se avaliar se os institutos de ensino do 1.º, 2.º, 3.º CEB e secundário têm como oferta curricular a educação financeira e/ou atividades relacionadas. Adicionalmente pretende-se saber se os professores têm tido o devido acompanhamento e formação necessária para lecionar Literacia Financeira. Após a análise de todos os dados e retiradas as devidas conclusões, será feita uma reflexão onde emerge a necessidade de verificar projetos exequíveis e acessíveis a todos os profissionais da Educação.

Nowadays, financial illiteracy expresses a significant picture in which the role of the Portuguese Financial System is questioned. Some public and private organizations have expressed concern about this problem and, in recent years, we have seen some initiatives in the area of Education, Portuguese legislation and awareness projects, aimed at educating the population in this area. However, these have not shown enough to answer the doubts of all citizens, as presented in the Report of the Survey on Financial Literacy of the Portuguese Population of 2015, where 51.10% of the portuguese population continues to make decisions based on opinions friends and family. This dissertation addresses the theme of Financial Literacy and aims to understand how their learning is organized in the educational system in Portugal and what their practices in our schools. Subsequently, to see if these practices are or are not adequate to gauge meaningful learning in students in general. For this investigation I adopted a methodology of documentary analysis and an analysis based on interviews that will be examined through the content analysis method of Laurence Bardin. The analysis falls on two realities: public schools and private schools. The aim is to evaluate if education institutes of the 1st, 2nd, 3rd BEC and high schools have as their curricular offer financial education and / or related activities. Additionally, it is intended to know if the teachers have had the necessary accompaniment and training to teach Financial Literacy. After analyzing all the data and taking the appropriate conclusions, a reflection will be made, where emerges the need to verify feasible and accessible projects and to all Education professionals.
