Fatores de competitividade do micro cluster turismo de natureza no destino turístico região de turismo de Lisboa

Abstract

Nature tourism, in the tourism region of Lisbon, is the primary focus of the current study. We have attempted not only to characterize nature tourism in this region as a micro cluster that encompasses several entities and activities, but also to identify the factors that determine the competitiveness of this destination and that should be taken into consideration in the performance of the various entities and in public policy definitions. We have conducted sixteen face to face interviews with representatives of private and public entities: accommodation, tourism entertainment companies, marine tour operators, Turismo de Portugal, Entidade Regional de Turismo da Região de Lisboa, Instituto da Conservação da Natureza e Florestas and Municipalities. The study indicates that nature tourism shows optimistic and potential development in this region that includes several protected areas, though it represents an incipient product when compared to other tourism products. The results of our study point to the existence of several determining factors that support the competitiveness of this tourism destination with regard to nature tourism, and stress the importance of promoting and advertising the offer along with fostering partnerships and networking. The study also highlights the emergence of the nature tourism product as a complement to the tourism sector that is more focused on the city, in the tourism region of Lisbon, and as a way to create a more diversified tourism offer in a network of value, contributing positively to the economy and to the competitiveness of the tourism destination.

O turismo de natureza na região de turismo de Lisboa é a temática do nosso estudo. Procurámos caraterizar o turismo de natureza nesta região enquanto micro cluster que engloba várias entidades e atividades, bem como identificar os fatores determinantes para a competitividade deste destino, que devem ser considerados na atuação das várias entidades e nas definições das políticas públicas. Realizámos 16 entrevistas presenciais a representantes de entidades privadas e públicas: alojamentos, empresas de animação turística, operadores marítimo-turísticos, Turismo de Portugal, Entidade Regional de Turismo da Região de Lisboa, Instituto da Conservação da Natureza e Florestas e Câmaras Municipais. O estudo indica que o turismo de natureza apresenta uma evolução positiva e potencial nesta região que comporta várias áreas protegidas, muito embora um produto incipiente quando comparado com outros produtos turísticos. Os resultados do nosso estudo apontam para a existência de vários fatores determinantes para a competitividade deste destino turístico no que respeita ao turismo de natureza, destacando a importância da divulgação e promoção da oferta, das parcerias e do trabalho em rede. O estudo destaca que, na região de turismo de Lisboa, o produto turismo de natureza surge como um complemento ao turismo mais centrado na cidade e como forma de criar uma oferta turística mais diversificada numa rede de valor, contribuindo de forma positiva para a economia e para a competitividade do destino turístico.
