Abstract

The aim of this thesis is to examine the purpose of requalifying and rehumanizing the periurban interface. It sets out to examine the causes of periurban sprawl, and how to stop non-functionalism of the “outer” city. It is a starting point for a rational discussion about the nature of, or the need for requalifying periurban design. Considering the need to approach towards rehabilitation of the urban extended periphery, we study a methodology about means of intervention, the actual evolution about the concept of the urban periphery, and the inter-action between planning against the phenomenon of urban sprawl by quantifying urban sprawl, urban forms and urban sustainability. We characterize the contemporary phenomenon of periurban expansion, by systematising its state of art. We quantify urban sprawl, electing indicators such as density, continuity, concentration, agglomeration, urban centrality, nucleation, mix of uses and proximity; we also evaluate its urban form patterns by quantifying connectivity, density, mix of land use, accessibility and pedestrian access, and by structuring indicators to classify the urban sustainability. This thesis about the requalification of the urban periphery focuses on case study of Coimbra through the analysis of ideas and proposals for action, and aims to qualifying procedures for the current urban periphery, based on measurement and evaluation of urban spawl, urban form and urban sustainability. This work is a contribution towards developing and understanding of periurban requalification, bringing to the debate some specific knowledge in order to help to requalify, rehumanize, and heal our city fringes with the assistance of periurban interface procedures. In synthesis, we strongly defend that it is necessary to gradually submit the periurban planning, as well as its monitoring, to a technical process based on quantifying urban sprawl, as well as urban form and urban sustainability.

O objectivo deste estudo é o de equacionar e propor formas de requalificação urbanística para a periferia urbana, enquanto espaço que urge adequar a novas exigências numa complementaridade com a cidade central. Procuram-se avaliar quantitativamente os motivos e efeitos da expansão periurbana, e equacionar soluções de intervenção que minimizem a degradação funcional e ambiental da cidade periférica. Considerando a necessidade de requalificação da periferia urbana, desenvolve-se uma metodologia quanto a modos de intervenção, uma análise do estado de evolução do conceito de periferia urbana, e equaciona-se a inter-acção do ordenamento face à periferia urbana pela quantificação da expansão urbana, da forma urbana e da sustentabilidade urbana. Caracteriza-se do fenómeno contemporâneo da expansão periurbana numa sistematização do respectivo estado da arte. Quantifica-se a expansão urbana através de indicadores como densidade, continuidade, concentração, aglomeração, centralidade, nucleação, mistura de usos e proximidade; avaliam-se os padrões da forma urbana como conectividade, densidade, mistura de usos do solo, acessibilidade e o acesso pedonal, e estruturam-se indicadores de avaliação da sustentabilidade do espaço periurbano. A presente Tese sobre a requalificação da periferia urbana incide no caso de estudo de Coimbra, através da análise de concepções e propostas de intervenção, segundo processos de quantificação da actual periferia urbana, com base na medição e avaliação da expansão, da forma e da sustentabilidade urbana. Com este estudo, pretendem-se lançar contributos para um debate quanto à problemática da requalificação da periferia urbana. Em síntese, concluiu-se pela necessidade de submeter progressivamente o ordenamento periurbano, bem como a sua monitorização, a um processo técnico de quantificação da expansão urbana, bem como da forma urbana e da sustentabilidade urbana.
