O papel dos incentivos na mudança organizacional: Que incentivos para os enfermeiros hospitalares?

Abstract

This paper aims to put in perspective tendencies of incentives choices made by nursing staff working in a hospital environment, and to understand how the characteristics of the individuals, as well as those of the organizations and its perspective of justice, influence that choice. The qualitative method used in this paper was an exploratory evaluation of ruling class perception and a construction of a database tool, through interviews and a focus group. The quantitative method analyzed results acquired through a questionnaire posted on the Internet, and which was composed by three components that focused on incentives, perception of justice and socio-professional variables. The sample acquired here is not probabilistic (like a snow ball sample), and is composed of 220 members of the nursing staff from different professional categories and from different places around the country, all working in hospitals. The results show that the nursing staff agrees with a mixed system of incentives, largely financial, which are based on a model of fairness, with a periodicity of variable distribution but more favorable to a semester distribution. It also shows that the present system of performance evaluation is not suitable. It is remarkable to witness the influence, statistically expressive, of the socio-professional characteristics and of the perception of justice, which stand above the incentives choice. The results present the acceptance of an incentives system implementation applied to the nursing staff. These results illustrate the need for further studies that will allow appreciating the expectations in different context of application, in order to associate them to the incentives and to the organizational objectives, following a perspective of justice and equity as understood in the relations between the performance and the received incentives.

Este trabalho tem como objectivos perspectivar tendências na escolha dos incentivos pelos enfermeiros que exercem em contexto hospitalar e compreender em que medida as características dos indivíduos, das organizações e da sua percepção de justiça influenciam essa escolha. A metodologia qualitativa foi usada para avaliação exploratória da percepção dos dirigentes da classe e suporte à construção de um instrumento de colheita de dados, através da entrevista e do focus group. A metodologia quantitativa compreende a obtenção de resultados através de um questionário colocado na Internet, constituído por três grupos de questões sobre incentivos, sobre a percepção de justiça e sobre variáveis socioprofissionais. A amostra é não probabilística, tipo snow ball, constituída por 220 enfermeiros de todo o país, de todas as categorias profissionais, a exercer em hospitais. Os resultados evidenciam a concordância dos enfermeiros com um sistema de incentivos misto, maioritariamente financeiros, baseados na norma da equidade, com periodicidade de distribuição variável mas mais favorável á distribuição semestral. Verifica-se também que o actual sistema de avaliação de desempenho é desadequado. Observa-se a influencia estatisticamente significativa das características socioprofissionais e da percepção de justiça sobre a escolha dos incentivos. Conclui-se pela aceitação da implementação de sistemas de incentivos aos enfermeiros com a recomendação da realização de estudos que permitam conhecer as suas expectativas em cada contexto de aplicação, no sentido de as associar aos incentivos e aos objectivos organizacionais, numa perspectiva de justiça percebida da relação entre o seu desempenho e os incentivos recebidos observando a equidade.
