Flexigurança em Portugal: Que compatibilidade?

Abstract

Segundo a Comissão Europeia, a Flexigurança surge como instrumento para a concretização de objectivos económicos e sociais, como a redução do desemprego e da segmentação do mercado de trabalho. Neste contexto, importa analisar a compatibilidade ou não deste modelo que surgiu na Dinamarca, com o caso específico de Portugal. Para tal, são analisados os desafios que os modelos sociais europeus enfrentam, tais como a globalização e consequente aumento da concorrência. De seguida, define-se o conceito de flexigurança e assinala-se o seu carácter ambíguo, sendo a principal crítica a este conceito relacionado com a predominância da Flexibilidade em detrimento da Segurança. Assim, com vista a analisar um modelo já colocado em prática, analisa-se o Triângulo Dourado Dinamarquês como modelo comparativo com o caso português, pois este é sempre dado como exemplo de sucesso, embora também se mencione visões críticas sobre o mesmo. Importa abordar também a temática - em ambos os países - do ataque ao direito do trabalho, ataque ancorado no argumento de muita rigidez do mercado de trabalho, sendo que, na realidade é o direito comercial que determina problemas como a segmentação do mercado de trabalho e o desemprego. Verifica-se também que Portugal apresenta características distintas da Dinamarca no que toca ao nível de desenvolvimento dos países com consequências no mercado de trabalho, educação devido a factores históricos. Com base em dados estatísticos da Eurostat e OCDE, demonstram-se as diferenças entre os dois países e a consequente incompatibilidade do modelo de Flexigurança para o caso português, sendo a Flexigurança inadequada para resolver os problemas a que se propõe.

According to the European Commission, arises Flexicurity as a tool for achieving economic and social objectives such as reducing unemployment and labour market segmentation or duality. In this context, examine the compatibility or otherwise of the model which originated in Denmark, with the specific case of Portugal. To this end, we analyze the challenges facing the European social models, such as globalization and the consequent increased competition. Next, define the concept of flexicurity and points to its ambiguous nature, the main criticism of this concept related to the prevalence of flexibility over security. Thus, to analyze a model already put into practice, analyzes the Danish Golden Triangle as a model comparison with the Portuguese case, because this is always given as an example of success, although it is acknowledged critical views on it. It should also address the issue - in both countries - the attack on labour law, attack anchored on the argument much rigidity in the labour market, and in fact is the commercial law determine issues like market segmentation work and unemployment. It also appears that Portugal has the distinct characteristics of Denmark regarding the development level of countries with implications in employment, education due to historical factors. Based on statistics from Eurostat and OECD, demonstrate the differences between the two countries and the resulting incompatibility of the flexicurity model for the Portuguese case, and flexicurity inadequate to solve the problems it sets itself.
