Da economia social para a economia solidária

Abstract

The primary goal of this study is to present an integrated analysis on social economy and solidarity economy, under the French European point of view. A first question that is raised is what distinguishes social economy from solidarity economy, and if is it possible to integrate these two concepts in a single social and solidarity economy concept. A second question focuses on the Portuguese situation, questioning whether organizational practices from the IPSS (private social solidarity institution) actors, allows them to be regarded as part of this new social and solidarity economy area. In search for the answers to these questions, there was a need to articulate knowledge on both social and solidarity economy, therefore the vision and concepts proposed by Jean Louis Laville, a French sociologist and economist, were used. The crisis that was endured during these last decades gave birth to new initiatives under the solidarity economy approach and they renewed the associativism project; social and solidarity economy may become one pole of resistance and change to the actual system, by articulating the heritage of social economy and the need for change in the relations between society and economy. An understanding arose that a concept congregating both social and solidarity economy is possible, although under it there are two distinct economy concepts. In what concerns the Portuguese IPSS it is clear that they are the ones closer to public administration, and the debate revolves around their degree of autonomy, mostly derived from the processes under which the cooperation with the State is managed and implying a great dependence on public funding.

O objetivo principal deste trabalho é apresentar uma análise integrada dos conceitos de economia social e de economia solidária, na perspetiva europeia, francófona. Procurou-se dar resposta à questão sobre o que distingue a economia social da economia solidária, serão estes dois conceitos passíveis de ser integrados numa única economia social e solidária? E também, num olhar sobre a situação portuguesa, questionar se as práticas das organizações da economia social, neste caso especificamente das IPSS, permitirão considerá-las como fazendo parte da nova economia social e solidária. Para obter resposta a estas questões, foi necessário articular o conhecimento da economia social e economia solidária, pelo que se recorreu à visão e aos conceitos propostos por Jean Louis Laville, sociólogo e economista francês. As crises das últimas décadas deram origem a novas iniciativas de economia solidária que renovam o projeto do associativismo; a economia social e solidária pode constituir um polo de resistência e transformação ao sistema atual, articulando a herança da economia social com a necessidade de mudança nas relações entre a economia e a sociedade. Entende-se que existe espaço para se considerar um conceito agregador de economia social e solidária, tendo no entanto, por base, dois conceitos de economia distintos. No caso específico das IPSS, torna-se claro que se está perante uma das componentes mais institucionalizadas da economia social, que se debate com sérias limitações ao nível da sua autonomia, muito por via da forma como é realizada a "cooperação" com o Estado e da sua grande dependência de financiamento público.
