Percepción social e implementación de la reutilización de aguas regeneradas por parte de comunidades de regantes

Abstract

La reutilización de aguas regeneradas se ha consolidado como alternativa para aliviar el déficit hídrico estructural de algunas regiones de España. Además de ampliar la oferta hídrica reduciendo la presión sobre los recursos convencionales, la reutilización ejerce funciones ambientales y socio-económicas estratégicas. A pesar de sus ventajas, la reutilización de aguas regeneradas no experimenta la suficiente aceptación por parte de algunos usuarios del agua. Incertidumbres relativas a la calidad del recurso, la seguridad alimentaria, el precio o las normativas de regulación constituyen factores de rechazo o ambigüedad. Se presentan los resultados de una encuesta realizada a 114 usuarios pertenecientes a comunidades de regantes de diferentes confederaciones hidrográficas de España sobre múltiples aspectos relativos a la aceptación y uso de aguas depuradas para riego. El análisis descriptivo sugiere la existencia de cuatro tipos de incertidumbre: económica, tecnológica, socio-política y cultural. Esta problemática puede ser interpretada como un mecanismo de vulnerabilidad socio-institucional relacionado con los procesos de gobernanza y gestión de los recursos hídricos.
