Transferencias Monetarias Condicionadas como contención de la pobreza

Abstract

La pobreza es un problema con muchas dimensiones y por lo tanto se le puede combatir desde diferentes enfoques. La deriva neoliberal de la economía mundial ha originado que las políticas redistributivas de los estados se hayan debilitado. En la década de los 90 surgieron las Transferencias Monetarias Condicionadas en América Latina. Su objetivo pasa por combatir la pobreza coyuntural mediante una transferencia y la estructural mediante condicionalidades de educación y sanidad. Las TMC se aplican principalmente en América Latina, pero su aplicación es cada vez mayor en África y han surgido diversos proyectos en Asia. Parece que se encuentran efectos positivos en la educación, mientras que en la salud son algo ambiguos. La transferencia tiene un efecto positivo en los ingresos de los participantes, pero no se asegura que los individuos abandonen la pobreza una vez salgan del programa y podrían tener un uso fraudulento con fines electorales. La eficacia de las TMC depende de las condicionalidades que se usen y la calidad de las infraestructuras complementarias del programa, así como el aprovechamiento de los canales de información entre las autoridades y las familias.
