Abstract

La reforma humanitaria emprendida por la ONU se basa en tres pilares: enfoque sectorial/clusters, financiación y el sistema de coordinadores humanitarios. Pese al papel central que desempeña en la respuesta humanitaria, el pilar de los coordinadores humanitarios ha recibido escasa atención. No ha sido hasta hace poco que ha obtenido el respaldo incondicional de la OCAH.
