Los gastos financiados con cargo a los Fondos Estructurales son ejecutados casi en su totalidad por los Estados miembros, los cuales, son responsables de controlar la regularidad y veracidad de las operaciones financiadas con cargo a dichos Fondos. Los Estados miembros, en esta labor de control del gasto, no gozan de una libertad total y absoluta, ya que el Reglamento 1260/1999 (CE) establece una serie de requisitos obligatorios, sin embargo, disfrutan de un alto grado de autonomía. En España, el órgano responsable de la realización de las labores de control financiero de tales gastos es la IGAE, la cual asume, además, las funciones de coordinación con la Comunidad Europea y con las Comunidades Autónomas, ya que estas últimas ostentan competencias de control sobre los gastos cofinanciados por Fondos Estructurales y que hayan sido gestionados por las propias CCAA.

Member States are not only in charge of the payment of the vast majority of expenses chargeable to Structural Founds but they are also responsible for controlling the regularity and veracity of these payments.
