Abstract

Se reflexiona en este trabajo sobre la posición de los municipios ante la reutilización de las aguas regeneradas en el ámbito urbano y su producción para terceros. Esta actividad, enmarcada en la lucha contra el cambio climático, y paradigma de la economía circular en el sector del agua, ha experimentado un impulso histórico con la aprobación del primer reglamento comunitario que la regula y la reciente adaptación del ordenamiento interno, cuyo hito final ha sido la aprobación de un nuevo reglamento de reutilización en octubre de 2024. Es de esperar que en este contexto la reutilización de aguas regeneradas crezca en los próximos años, y los municipios, como titulares de concesiones de abastecimiento y responsables de la depuración de las aguas residuales, tienen en ello un rol fundamental.

This article reflects on the role of municipalities in the reuse of reclaimed water in urban settings and its production for third parties. This activity, framed within the fight against climate change and a paradigm of the circular economy in the water sector, has seen historic momentum with the approval of the first European regulation governing it and the recent adaptation of domestic legislation, culminating in the adoption of a new reuse regulation in October 2024. It is expected that, in this context, the reuse of reclaimed water will grow in the coming years, with municipalities —holders of water supply concessions and responsible for wastewater treatment—playing a key role.
