This article presents the right to development as a universal right that includes all and each of the individuals and also the States. In this case, it seems that superpowers think to be their right to develop the poorest countries, and therefore, the concept of «development» on both sides shows divergences. So, the way the institutions, NGOs and developed States consider development aid can be object of criticism; but in benefit of the poorest, it is convenient that this right be universally recognized.
