Abstract

El objetivo de esta investigación fue identificar los factores que explican el Índice de Registros en el Sistema de Registro Ambiental Rural (SICAR) en el Estado de Paraíba, este Sistema surgió del Decreto No. 7,830 / 2012, y alberga la cuantitativa de los datos brutos. De la CAR de todas las regiones del país, a través de la cual obtenemos un panorama general de los índices de áreas ya registradas en Brasil, además de emitir estados mensuales de las áreas que quedan por registrar. Para esta investigación se utilizó el método cuali-cuantitativo, adquisición de información y datos mediante solicitud a la agencia Estatal de Paraíba, Superintendencia de Administración Ambiental - SUDEMA, además de los datos cuantificados y estimados, Recolección de datos disponible por sistema en línea de SICAR, INCRA y CAR en cifras, con la recolección de estos datos recolectados realizaremos análisis, utilizando Anamorphoses y la herramienta Excel 2010, el Programa Qgis versión 2.18, además de realizar mapas temáticos y Anamorfosis, Programa Philcarto 5.77. Se entiende que la CAR debe servir como una base de datos estratégica para el control, monitoreo y combate a la deforestación de bosques y otras formas de vegetación nativa, así como para la planificación ambiental, económica y registro de remanentes forestales existentes en las comunidades, como quilombolas e indios, de propiedades rurales en Brasil. Sin embargo, esto no sucede.

The objective of this research was to identify the factors that explain the Index of records in the Rural Environmental Registry System (SICAR) in the State of Paraíba, this System emerged from Decree No. 7,830 / 2012, and houses the quantitative of the raw data of the CAR of all regions of the country. Through it, we obtain an overview of the indexes of areas already registered in Brazil, in addition to issuing monthly statements of the areas that remain to be registered. For this research it was used the quali-quantitative method, acquisition of information and data through request to the State agency of Paraíba, the Environment Administration Superintendence - SUDEMA, in addition to the quantified and estimated data, Data collection made available by online system of SICAR, INCRA and CAR in numbers, with the collection of these collected data we will carry out analyzes, using Anamorphoses and the Excel 2010 tool, the Qgis Program version 2.18, in addition to making thematic maps and Anamorphosis, Philcarto Program 5.77. It is understood that the CAR should serve as a strategic database for the control, monitoring and combating deforestation of forests and other forms of native vegetation, as well as for environmental, economic planning and recording of forest remnants existing in the communities. traditional peoples such as Quilombolas and Indians, from rural properties in Brazil. O objetivo desta pesquisa foi identificar os fatores que explicam o Índice de registros no Sistema de Cadastro Ambiental Rural (SICAR) no Estado da Paraíba, este Sistema surgiu a partir do Decreto n.º 7.830/2012, e abriga o quantitativo dos dados brutos do CAR de todas as Regiões do País. Por meio dele, obtemos uma visão geral dos índices de áreas já cadastradas no Brasil, além de emitir demonstrativos mensais das áreas que faltam ser cadastradas. Para esta pesquisa fez-se uso do método quali-quantitativo, aquisição de informações e dados por meio de solicitação ao órgão Estadual da Paraíba, a Superintendência de Administração do Meio Ambiente- SUDEMA, além dos dados quantificados e estimados, Coleta de dados disponibilizados pelo sistema online do SICAR, INCRA e CAR em números, com a obtenção destes dados coletados realizaremos análises, através de Anamorfoses e da ferramenta Excel 2010, o Programa Qgis versão 2.18, além da confecção de mapas temáticos e Anamorfose, Programa Philcarto 5.77. Entende- se que o CAR deveria servir como uma base de dados estratégica para o controle, monitoramento e combate ao desmatamento das florestas e demais formas de vegetação nativa, bem como para planejamento ambiental, econômico e de registo dos dados de remanescentes florestais existentes nas comunidades de povos tradicionais como: Quilombolas e Índios, dos imóveis rurais do Brasil. Contudo isso não acontece.
