The Berlín's Wall tall and the self-destruction of the real socialism as an alternative system cause the acceleration ot the current economic globalization. Immediately, the conservative forces produce two documents that show their procedure: « The end of the History» of Fukuyama, as a geopolitical map, and the Washington Agreement, as an economical analogy of the «the end of the history». For more than a decade, the neoliberal thinking that support these two documents was so severe that they came to talk about «an only way of thinking» or «the only possible economic politic». Then, the progressive ideology has been waking from its shock and has been trying to build alternatives that adjust the more rigid and doctrinaire thesis from the first one. The report about The Democracy in Latin America, from the UN Program for the Development, and the Agenda for the Development of Barcelona, signed by 36 economists from around the world, support some of these alternatives and contextualize the existence of different ways to achieve the development and to reach the concept of citizenship.
Con la caída del muro de Berlín y la autodestrucción del socialismo real, como sistema alternativo, se acelera el actual proceso de globalización económica. Las fuerzas conservadoras producen inmediatamente dos documentos que cartografían su proceso de actuación: el fin de la historia de Fukuyama, como mapa geopolítico, y el Consenso de Washington, como analogía económica del fin de la historia. Durante más de una década, el pensamiento neoliberal que manifiestan estos dos documentos fue tan agudo que se llegó a hablar de pensamiento único o de la única política económica posible. Poco a poco, la ideología progresista ha ido despertando de su shock y elaborando alternativas que gradúan las tesis más rígidas y doctrinarias del primero. El informe sobre La democracia en América Latina, del Programa de Naciones Unidas para el Desarrollo, y la Agenda para el Desarrollo de Barcelona, firmada por 36 economistas de todo el mundo, manifiestan algunas de esas alternativas y contextualizan la existencia de distintas vías para llegar al desarrollo y para alcanzar el concepto de ciudadanía.
