La crisis financiera y su impacto en América latina : orígenes, reformas y desafíos. Parte II : algunas reflexiones respecto a las reformas de la arquitectura financiera en el ámbito nacional e internacional

Abstract

Después de analizar los motivos por los que es necesario regular el sistema financiero, el artículo discute los cambios más importantes que requiere esa regulación en el ámbito nacional, incluyendo una visión macro y micro-prudencial. Ese análisis incluye una breve opinión respecto del papel de los bancos centrales en relación con las burbujas en los mercados de activos. Dado que en un contexto de globalización se requiere coordinar las regulaciones, el artículo discute las características que debe tener esa regulación a escala global. Finalmente, considerando la asimetría en términos de las posibilidades de implementar políticas contracíclicas entre el mundo desarrollado y los países en desarrollo, el artículo discute como superar esa deficiencia a través de un papel más relevante de un remozado Fondo Monetario Internacional.

Abstract: After analyzing the reasons why it is necessary to regulate the financial system, the authors discuss the major changes that require such regulation at the national level, including a maco view and micro-prudential. This analysis includes a brief review of he role of central banks in connection with the bubbles in asset markets. Since in the context of globalizaton is required to coordinate the regulations, the article discusses the characteristics that such implement countercyclical policies between the developed and developing countries, the authors discuss how to overcome this deficiency thwough an enhanced role of a revamped International Monetary Fund.
