Umbrales de pobreza híbridos y pobreza monetaria en España

Abstract

El concepto de pobreza se construye habitualmente a partir de una noción absoluta o relativa del bienestar. La noción absoluta suele fijar el umbral de la pobreza en la capacidad para cubrir las necesidades básicas, mientras que la noción relativa incorpora el concepto de exclusión social a la medición; y propone umbrales que dependen de cómo se sitúa el individuo en relación con el resto de la población que vive en ese mismo territorio. Este trabajo analiza las implicaciones que tendría utilizar un umbral basado en una noción híbrida de bienestar que considere ambos enfoques (absoluto y relativo) en la medición de la pobreza en España en el período 2004-2021. El análisis consiste en medir los cambios en la evolución de la pobreza según los distintos umbrales y en estudiar si las variables que determinan la probabilidad de estar por debajo de unos u otros umbrales son distintas (o tienen un impacto diferente sobre esa probabilidad) en distintos momentos del ciclo económico.

The concept of poverty is usually constructed on the basis of an absolute or relative notion of well-being. The absolute notion usually sets the poverty line at the ability to cover basic needs, while the relative notion incorporates the concept of social exclusion into the measurement and proposes thresholds that depend on how the individual is situated in relation to the rest of the population living in the same territory. This paper analyses the implications of using a threshold based on a hybrid notion of well-being that considers both approaches (absolute and relative) in the measurement of poverty in Spain in the period 2004-2021. The analysis consists of measuring changes in the evolution of poverty according to the different thresholds and studying whether the variables that determine the probability of being below each threshold are different (or have a different impact on that probability) at different points of the business cycle.
