Abstract

In recent years, population movements throughout the world have resulted in the mixing and coexistence of different cultures, languages and beliefs in the same country. This convergence of languages requires host countries to have sufficient infrastructure to overcome the language barriers that arise as a result of migration. Spain has a public system that provides free 2 health care to its citizens. However, the translation and interpreting sector in the public system does not have an official regulation that provides these workers with employment security and recognition. However, countries such as the United Kingdom and Canada are more advanced in this field and have a system capable of overcoming the shortcomings suffered by public translators and interpreters in Spain. This study examines the situation of translators and interpreters who work in public services and are responsible for providing the interlinguistic bridge that the foreign population needs to exercise their rights like other citizens, as well as the framework that surrounds this profession, from training to regulation and the current situation. The same study is also carried out in the case of Spain, the United Kingdom and Canada in order to compare the situation in the three countries. The aim of this work is, through the data collected in our own databases, to expose the situation of the TISP in Spain in comparison with more advanced countries in this area, such as the United Kingdom and Canada, in order to highlight the need for legislative and labor improvements at the national level. This comparison will be made through the study of translation and interpreting and translatoin and interpreting in public services in the three countries, as well as the current framework surrounding the TISP (regulations, accreditation and current situation). Finally, a discussion section will be carried out to draw the necessary conclusions to argue the hypothesis of this work, the need to improve the area of translation and interpreting in public services in Spain

En los últimos años, los movimientos de población a lo largo del mundo han dado lugar a que las diversas culturas, idiomas y creencias se mezclen y convivan en un mismo país. Esta convergencia de lenguas acarrea que los países anfitriones cuenten con una infraestructura suficientes para solventar las barreras lingüísticas que se dan a raíz de la migración. España cuenta con un sistema público que proporciona atención sanitaria de forma gratuita a sus ciudadanos. Sin embargo, el sector de la traducción e interpretación en los SSPP no cuenta con una regulación oficial que dote a estos trabajadores de seguridad laboral y reconocimiento. No obstante, países como Reino Unido y Canadá están más avanzados en este campo y poseen un sistema capaz de solventar las carencias que sufren los traductores e intérpretes públicos en España. A lo largo de este trabajo se estudia la situación de los traductores e intérpretes que trabajan en los servicios públicos y se encargan de proporcionar el puente interlingüístico que necesita la población extranjera para ejercer sus derechos al igual que el resto de ciudadanos, así como el marco que rodea esta profesión, desde la formación a la regulación y situación actual. Asimismo, se realiza el mismo estudio en el caso de España, Reino Unido y Canadá para poder comparar la situación en los tres países. El objetivo de este trabajo es, a través de los datos recopilados en las bases de datos propias, exponer la situación de la TISP en España en comparación con países más avanzados en esta área, como Reino Unido y Canadá, con el fin de evidenciar la necesidad de mejoras legislativas y laborales a nivel nacional. Esta comparación se realizará a través del estudio de la formación en TeI y TISP en los tres países, así como el marco actual que rodea a la TISP (normativa, acreditación y situación actual). Finalmente se realizará un apartado de discusiones para sacar las conclusiones necesarias para argumentar la hipótesis de este trabajo, la necesidad de mejorar el área de la TISP en España
