En los últimos años algunas autoridades gubernamentales, basadas en documentos del Banco Mundial, han venido proponiendo un cambio bastante sustancial en lo que se consideran la clase media y alta en la sociedad, con consecuencias en la política tributaria a través del establecimiento de mayores gravámenes a importantes grupos de la población. Independientemente de lo justas o no, que sean estas nuevas cargas, las definiciones de clase alta son bastante arbitrarias, como se muestra acá. En este trabajo se propone una metodología, basada en la composición del gasto de los hogares, que sirve para obtener una cifra más real de lo que sería el tamaño de la clase alta en Colombia. Así, ésta no sería del 10% de la población, como lo considera la DIAN, sino que sería, como máximo, del 2%. Para obtener esta cifra se ha trabajado con el gasto por adulto equivalente ajustado por las economías de escala en consumo que se presentan en los hogares.
In the last few years some government authorities, based on World Bank’s documents, have proposed a sustancial change in what is considered the middle class and the high for the society. Consequences can be found in the tax policy, assigning more taxes to large groups of the population. As it is analyzed here, the high-class definition are arbitrary, independently of the burdens’ fairness. This work proposes a methodology based on the household expense composition, which it is used to obtain more realistic figures with respect to the size of high-class in Colombia. Then, the high-class in Colombia would not be the 10% of the population, as the Colombian tax authority (DIAN) considers, but it would be no more than the 2% of the population. In order to obtain such figure in this document it is used the adult equivalent expense adjusted by the economies of scale in consumption that can be found in the Colombian households.
