Enfoque basado en derechos y perspectiva de género

Abstract

The human rights-based approach (HRBA) contributes a conceptual and methodological frame-work based on the international standards and principles concerning human rights and is aimed at their promotion and protection. Equality between women and men and non-discrimination are inherent to the concept of hu-man rights, and it is not possible to discuss the latter without considering the gender perspective, but neither is it possible to work with the latter without reference to human rights. The characteristics and principles of HRBA underpin the gender-based approach by granting it greater legitimacy and a political dimension with real legal and regulatory clout, and establish-ing rights and their correlative obligations. At the same time, when we talk about human rights, the gender perspective plays a pivotal role, and involves talking about equality and non-discrimination in accessing and enjoying rights.

El enfoque basado en derechos humanos (EBDH) aporta un marco conceptual y metodológico que se fundamenta en los estándares y principios internacionales sobre derechos humanos y tiene como objetivo su promoción y protección. La igualdad entre mujeres y hombres y la no discriminación son inherentes al concepto de derechos humanos, y no es posible hablar de éstos sin considerar la perspectiva de género pero tampoco se puede trabajar con ésta sin hacer referencia a los derechos humanos. Las características y principios del EBDH refuerzan el enfoque de género al dotarlo de mayor legitimidad y de una dimensión política con una fuerza normativa y legal, y establecer derechos con sus correlativas obligaciones. Al mismo tiempo, cuando hablamos de derechos humanos, la perspectiva de género juega un papel clave, e implica hablar de la igualdad y la no discriminación en el acceso y disfrute de derechos.
