Hay que diferenciar la vulnerabilidad natural que comparten todos los seres vivos de la vulnerabilidad socio estructural, derivada de las desigualdades en las que se encuentran los sujetos individuales o grupales para poder desarrollar sus capacidades humanas básicas.
