The interval between the two World Wars has witnessed the rise of various new trends in the sphere of international politics. It has seen the creation of the League or Nations which was interpreted by many to be the corner-stone of a system of collective security based on the respect or international obligations legally contracted. It has seen nations seeking, in the name of collective security, to maintain at all costs the then existing balance or powers. It has seen other nations trying, also in the name of collective security, to bring about change in what they considered to be an unequal and dangerous status-quo. states turned "revisionist" as others were branded "satiated states".
