Abstract

La finalidad del Estado, el bien comun, debe ser obtenido atendiendo a las circunstancias historicas de cada epoca. Asi explica el autor los fines particulares del Estado y se detiene a analizar los conceptos de servicios publicos y servicios sociales, las diferencias entre ambos y el papel que en uno y otro juegan la administracion y los administrados. Afirma que los gobernantes, influenciados por la realidad –especialmente la empresarial– y con el uso de la prudencia politica, deben decidir si una necesidad colectiva sera satisfecha mediante actividades particulares de interes publico, industrias o autorizaciones reglamentadas, o bien, mediante la creacion de servicios publicos en sentido estricto.
