Reconfiguración urbana, turismo y desplazamiento en el Centro Histórico de Cuenca-Ecuador

Abstract

La investigación estudia un fenómeno urbano persistente en ciudades históricas latinoamericanas: su reconfiguración material y simbólica con el propósito de conservar el patrimonio y promocionar el turismo como alternativa de desarrollo. Se propone la revisión crítica de este tipo de transformaciones urbanas, sus modos de planificación y financiamiento, sus efectos en determinados colectivos y el papel de la institución pública. Con este fin se elige como ámbito de estudio al área patrimonial de Cuenca en Ecuador, caso representativo dentro de las ciudades intermedias latinoamericanas, con una exitosa campaña de marketing urbano desplegada a partir de su declaratoria como Patrimonio Cultural de la Humanidad en 1999, que llevó a la ciudad a encabezar importantes rankings internacionales de turismo, especialmente para jubilados extranjeros. Se obtiene como resultado fundamental que la transformación del espacio público y edificios de uso público, ha sido significativa en lo tangible e inmaterial, siendo un efecto importante el desplazamiento de usos, prácticas y usuarios que no encajan con la imagen que se busca publicitar. Finalmente, se pone en duda la sustentabilidad social y económica del modelo de desarrollo implementado.
