New legislation currently proposed in the USA under the Medicare Catastrophic Loss Prevention Act could greatly improve the level of health care available to the poorest Americans, particularly those without any health insurance. A $10 billion annual programme will not be financed by an official increase in taxes, but by an increase in Medicare Part B payments by the elderly.
