The Housing Plan Element is a master plan element required by the Municipal Land Use Law ("MLUL") per NJSA 40:55D-1 et seq. In accordance with the MLUL, a municipal Master Plan must include a Housing Plan Element as a prerequisite for the adoption of zoning ordinance provisions within the municipality. The MLUL requires that a municipality's housing element be designed to achieve the goal of access to affordable housing to meet present and prospective housing needs, with particular attention to low and moderate income housing.
