Abstract

Le retour de la guerre ouverte en Irak depuis l’invasion américano-britannique de mars 2003, douze ans après la précédente guerre du Golfe, semble signifier l’échec du processus de rétablissement de la paix mis en place par la résolution 687 (1991) du Conseil de sécurité. Dépassant l’argumentation simpliste accusant Saddam Hussein d’être l’unique responsable des malheurs du peuple irakien, l’analyse des ambiguïtés, nombreuses, de la résolution 687 montre que celles-ci sont non seulement à l’origine d’une décennie d’isolement et de délabrement de l’Irak et de sa population, mais qu’elles révèlent peut-être également la poursuite de l’esprit de guerre pour certains des belligérants de l’hiver 1991.Malgré ses objectifs théoriques de paix, la résolution 687 demeure – au mieux – une parenthèse, sinon un lien entre deux guerres.
