Gestión de riesgos turísticos en zonas propensas a desastres naturales

Abstract

El turismo, como motor económico fundamental en muchos territorios latinoamericanos, enfrenta crecientes desafíos debido a su expansión en zonas de alta vulnerabilidad frente a desastres naturales como terremotos, huracanes, inundaciones y erupciones volcánicas. Esta problemática pone en riesgo tanto la seguridad de los visitantes como la sostenibilidad de los destinos, evidenciando una limitada articulación entre la planificación turística y la gestión integral del riesgo. Con base en esta preocupación, el estudio tuvo como objetivo analizar los principales desafíos y estrategias asociadas a la gestión de riesgos turísticos en entornos vulnerables, enfatizando la identificación de buenas prácticas, debilidades estructurales y oportunidades de mejora. Se aplicó una metodología cualitativa con enfoque descriptivo, sustentada en revisión de literatura científica y análisis de documentos técnicos publicados desde 2019, priorizando experiencias en América Latina. Entre los resultados más relevantes se identificaron altos niveles de debilidad en la capacitación del personal turístico (72 %), la falta de planes de contingencia (65 %) y las deficiencias en infraestructura resiliente y sistemas de alerta temprana. Asimismo, se evidenció un fuerte impacto económico y una limitada capacidad de recuperación institucional tras los eventos catastróficos. En consecuencia, se concluye que la gestión del riesgo en destinos turísticos debe abordarse de forma anticipativa, participativa y transversal, promoviendo la resiliencia mediante políticas públicas integradas, formación especializada y fortalecimiento institucional.
