Gobernanza territorial digital y sostenibilidad local

Abstract

La gestión pública local enfrenta dificultades para articular la transformación digital con procesos efectivos de sostenibilidad territorial, evidenciándose brechas en el uso estratégico de datos, en la participación ciudadana mediada por tecnología y en la planificación basada en indicadores. Frente a esta problemática, el objetivo del estudio fue analizar la incidencia de la gobernanza territorial digital en la sostenibilidad local. La investigación se desarrolló bajo un enfoque cuantitativo, con diseño no experimental, transversal y alcance correlacional explicativo, aplicando encuestas estructuradas a actores vinculados a la gestión pública local y utilizando técnicas de estadística avanzada, como análisis factorial confirmatorio y modelos de ecuaciones estructurales. Los resultados evidencian que la gobernanza territorial digital presenta un nivel intermedio de desarrollo, con mayor consolidación en transparencia digital e infraestructura tecnológica y menores avances en gestión de datos y participación digital; asimismo, la sostenibilidad local muestra un mejor desempeño en la dimensión social y debilidades en los ámbitos económico, ambiental y en la planificación orientada a resultados. El análisis estructural confirma una relación positiva y estadísticamente significativa entre la gobernanza territorial digital y la sostenibilidad local, demostrando que la digitalización aporta valor al desarrollo territorial cuando se integra a la planificación estratégica, a la evaluación sistemática y al fortalecimiento de las capacidades institucionales.
