Ciudades-región en Europa: innovación, aprendizaje y nueva gobernanza territorial

Abstract

Este artículo analiza los cambios en la gobernanza territorial en la Unión Europea como parte de la reorganización escalar del estado-nación subrayando las tensiones y dilemas que se derivan de la simultaneidad de los procesos de descentralización sub-nacional, por una parte, y la creación de estructuras supra-nacionales de gobernanza, por otra. En primer lugar, se considera la «escala regional » y su importancia en el «gobierno multi-escalar» en la Unión Europea. En segundo lugar, se examina el potencial y los límites de las acción regional en el campo de la innovación en el contexto de las regiones menos favorecidas en Europa, destacando su importancia en la regeneración regional. Y, en tercer lugar, se analiza la estrategia de desarrollo sostenible iniciada por el gobierno Galés, en el Reino Unido, para poner en evidencia tanto la necesidad de crear una nueva métrica para el desarrollo regional menos economicista y más sostenible, como de articular una gobernanza multiescalar interdependiente y compartida entre las escalas regional, nacional y supra-nacional.
