Andrés Bacigalupo analiza cuarenta años de democracia argentina a través del prisma de la política de drogas. Examina la tensión entre discursos punitivistas, influenciados por la “guerra contra las drogas”, y enfoques humanistas centrados en derechos individuales y salud pública. Recorre hitos como los fallos Bazterrica y Arriola, la Ley 23.737, la desfederalización y las reformas Blumberg, mostrando cómo el prohibicionismo incrementó la población carcelaria sin reducir el problema. Destaca el rol de la sociedad civil y el avance del cannabis medicinal como conquistas democráticas. Concluye que superar esta “guerra” exige debate informado y políticas basadas en evidencia.
