International agreements have functioned as beacons towards which to direct policies and actions in countries in pursuit of environmental protection. However, since 1992 the different proposals have had a low impact on meeting the expected objectives. Therefore, this proposal seeks to reflect on the international parameters and the implementation of indicators on the local scale. Environmental indicators can be a useful tool when implementing, low cost and allow us to have a first indication of the processes that occur in the territories. In this case, Agenda 21, the Millennium Goals and the Sustainable Development Goals and their respective indicators are analyzed, a set of environmental management indicators and environmental quality indicators based on the PER (Pressure, State and Response) model implemented. in Villa Maria. The results showed that the international proposals did not present real implementations for local territories, due to the complicated transfer to the local scale. Likewise, the implementation of environmental indicators according to the territorial conditions allowed us to evaluate that the environmental quality of Villa María is different from what was established. on international scales.
