Abstract

Esta obra ofrece una visión integral de las políticas públicas al integrar fundamentos conceptuales, herramientas de análisis y aplicaciones institucionales para fortalecer su formulación, implementación y evaluación. Examina la construcción de los problemas públicos, las agendas gubernamentales, los modelos de análisis y la medición del desempeño institucional mediante indicadores y sistemas de seguimiento. Además, aborda la gobernanza, la transformación digital, la inteligencia artificial y el uso de datos en la toma de decisiones, y presenta una propuesta para implementar un modelo de análisis y evaluación de políticas públicas en la Universidad Metropolitana del Ecuador, orientado a fortalecer la planificación estratégica, la gestión basada en evidencia y la mejora continua.
